Across languages, we have built pipelines running TypeSpec next and we would like the TypeSpec team to monitor those pipelines and/or manually trigger them before release

The goal is to detecting breaking changes at an early stage which will be helpful for each language to adopt new version of TypeSpec effectively

Similar pipeline for Python & Java, so we shall also enable this pipeline for Go.
