First found here: https://github.com/Azure/azure-sdk-for-net/pull/46324/files#r1798685767
when AvsManagementCluster does not have customized code, it looks fine with a generated JsonModelWriteCore.
But when we add a customized AvsManagementCluster with a base type, the JsonModelWriteCore method in generated code just vanished.

This issue was first seen in a mgmt plane RP, but it could also happen to dpg packages as well
