🪲 Bug Report - Configure monitoring for VMs ARG does not check Data Collection Rules

Describe the bug

The ARG query for Configure monitoring for VMs is only checking for legacy Azure Diagnostic Extension. This does not catch if a user is using Azure Monitor Agent with Data Collection Rules to send guest performance counters and event logs to a Log Analytics Workspace.

Steps to reproduce the behaviour:

Expected behaviour

Should not flag recommendation if the VM is using AMA with DCRs to send performance counter\events to LAWs

@judyer28 we'll disable the ARG query for this recommendation until we have a working version.
