Why animation only no works while it plays first time?

After the program ran:

As you see, everytime the animation plays, it is always not working.

After the first time playing, it worked well.

What's wrong with my code?

I'm not sure if it's the same issue. Later I found that as long as IsVisible is true and no changes are made before the animation starts, the problem can be solved.
