Remove EKT Site Editor section after 12.2 #59295

Once the Site Editor on dotcom no longer has to support any versions pre-12.2, we can remove the related section of overrides out of the ETK plugin.

Related - #58830 - PR conditionally loads the functionality until the above is the case.
