[EPIC] LiveChat "quick fixes" for WPAdmin

As LiveChat cannot currently work in WPAdmin, these "quick fixes" are proposed as a short term work around to unblock the launch of Nav Unification.

A more robust solution will follow if/when resources become available.

Tasks

The following should be split into two separate Issues/PRs:

• Nav Unification: Show a warning before navigating away to WP Admin when Happychat is active #50235: Show a warning when Happy Chat is active and a customer clicks on a wp-admin link, then open it in new tab.
• Add the FAB icon in wp-admin, linking to wordpress.com/help in a new tab. #50271 Add the FAB icon in wp-admin, linking to wordpress.com/help in a new tab
• Notify folks at paYJgx-1nM-p2 (specifically @jordesign) and request some testing is undertaken.

Ok, I have a new one. We need to make sure that the FAUX WP-Admin FAB is placed to the LEFT on RTL sites. Currently it sits on top of the menu itself:

CCing @cpapazoglou and @mmtr to avoid this slipping through the cracks, since the issue was already open and taken care of (and a merge was in place). Thank you!
