Cover Block: Fixed Background setting doesn't work on mobile

Steps to reproduce

1. Create a new post/page.
2. Add the Cover block on it.
3. Select an image in the block.
4. Enable the "Fixed Background" option under Cover Settings.

What I expected

For the Fixed Background behavior to work anywhere. As it does on desktop:

The cover block background remains fixed on an Android phone, but I can confirm that it loses that parallax effect on an iPhone. This was brought up by a user in 38181454-hc.

@cometgrrl, the original issue doesn't seem to be fixed, so I'm not sure I understood why this was closed. I tested again and can still replicate it on an iPhone. Should we change this thread to a feature request for the Parallax scrolling effect on mobile?

@carinapilar Sorry for the confusion. Looking at the linked core issues, it looks like this was actually not fixed by the linked issues. However, Disable fixed cover attachment on iOS indicates that this feature is not supported in Safari on iOS.

I removed the closed fixed label, however, I'm not sure what to do with it next since it seems that it's a limitation of iOS/Safari. So either by design or won't fix might make more sense?
