Feature request

Background of feature request

vip-go-ci does not PHPCS or SVG scan submodules, nor does it PHP lint them when scanning only modified files. This can be confusing for end-users.

Description of feature

vip-go-ci should notify users what is scanned and what is not when git submodules are present in a repository. This will lead to better end-user experience.
