Try moving theme.json validations to theme-check plugin

The validation tool implemented in the repo works great in identifying validation errors of theme.json.
If this can be ported to theme-check plugin, all of WordPress community gets benefited.

Challenges:

Current implementation is based on node.js and it should be re-written in php to add it in theme-check.
