fix(hardtime-nvim): disable hardtime-nvim on neo-tree-popup

📑 Description

This disables hardtime-nvim on neo-tree-popup filetypes. This allows usage of arrow keys when the pop up for file/dir creation, deletion, and renaming shows up.
