needs a setup.py and to put on pypi

There's no setup.py in this repo, and it's not on pypi. So it's essentially unusable in production.

The setup.py needs to depend on both Flask and Aspen, so that webapps created using it can depend solely on flask-aspen and have the right thing happen.
