Describe the bug
Dreaview+ has no point cloud data
To Reproduce
Steps to reproduce the behavior:

cyber_launch start /apollo/modules/drivers/lidar/lslidar/launch/lslidar16.launch
open dreamview+

Expected behavior
After the LiDAR is connected to the Apollo, the Dreamview+ webpage should display lidar data
