Add a "To/From TOML" parent class to allow Objects to specify their TOML form.

This is a feature request.
The request here is to add the "LVClass Serializer" input in the same manner as was added by JSONtext to allow for code injection for serialization/deserialization of LabVIEW classes.

If this feature is added, then I intend to have BlueSerialization on VIPM then directly consume this library as an optional serializer plugin. At the moment, I'm carrying around an old branch of the Erdos Miller TOML codebase for BlueSerialization.
