Remove global menubar

The global menubar is huge and mostly unused. It should be removed.

This will require better interoperation with EWMH hints to ensure that panels and docks work
with the WM. It will probably also need an alternative workspace model that is more compatible with
existing workspace management programs (or to create a different, external, workspace manager).
