A3 integration: infrastructure and deploy

Introduction

The PoC (and later full implementation) for the Altinn 3 storage integration (see #1138) needs somewhere to be deployed

Description

Storage and the other applications owned by team core is running in the central platform AKS cluster. We need to write IAC as well as a build and deploy pipeline for this.

Had a meeting today with core-team. Some notes:

• Agreed that core-team should deal with IAC and deployment of the service. Will most likely be a helm chart in the form of a Deployment and Azure Devops as CI/CD with some github-workflows for validation, building and testing
• They will create a task and prioritize this hopefully this sprint ( the next two weeks). Worst case next sprint.
