[Bug]: [Resolver] The agent doesn't receive all comments

Describe the bug and reproduction steps

I labeled an issue (#5015) with fix-me-experimental. The resolver started, but failed to make a PR. I made the PR on its branch, and set it to draft (#5246)

I wrote the top post of the PR with an intended prompt for the LLM. 😅 I labeled the PR with fix-me.

Noticed that the agent doesn't receive:

• the top post of the PR (meow 😅)
• the comments on the original issue

Are both of these intently skipped?
