Vertical Scrollbar

Description:

When viewing a table with the explorer the scrollbar is located at the bottom of the table. In order to view columns that are further right, one has to vertically scroll all the way down, then horizontally scroll and then vertically scroll back up.

Request:

Have the scrollbar located in the bottom of the window rather than the bottom of the table.

Hi @je-bugshell and @mika76 , I remember trying to implement this some time ago, but for some reason I dropped the idea for some reason (maybe something wasn't working as expected, or it didn't improve the user experience like I thought it would, or it wasn't as easy as I thought)
I'll take a look, maybe now with a fresh view I'll come up with something

I experienced this same issue today. It's really awkward to have the scroll bar all the way at the bottom like that. Especially when you have a terminal window open at the bottom of your VSCode window.
