Fix error message showing for Learning Paths page

show error messages only in specific cases (learning paths pages and learning path page only for path items)
in the client code places for fixes commented with TODO find them and their appropriate APIs and don't send success: false when there is just an empty array, but send when there is a real issue and then open toasts in client.
