As decidim has recently released version v0.29.0, we need to upgrade the decidim version of this instance.

The process we'll follow is the following:

Upgrade Decidim to v29.0 following the upgrade release
Upgrade Decidim Awesome
Upgrade Decidim Kids
Upgrade Decidim Navigation Maps
Upgrade Decidim Term Customizer
Upgrade the internal modules (census_sms, dataviz, ephemeral_participation, stats and valid_auth)
