Upgrades BCN to v0.26

Upgrade navigation maps upgrade to 0.26 Platoniq/decidim-module-navigation_maps#29
~~Incorporate focus mode~~ for budgets. Changes in release/0.26 stable bcn decidim#21 (needs completion)
Gemfile and related gems
~~Virtus-multiparams (remove?). check if necessary in CensusAuthorizationHandler~~ (virtus is removed in 0.27)
Upgrade custom modules
Upgrade Webpacker
Tests
Deploy preprod
