What happened?

Device #1(ESP32) will not Sync(Send) through it's own AP to Device #2(ESP32) that is connected to Device #1's open AP.

Device #1 can Receive from Device #2 (Device #2 can Sync(Send) to Device #1) when Device #2 is connected to Device #1's open AP.

The appears to be a new issue with 15.0. I don't recall having this issue with setups on version 14, although that was an MM version.

To Reproduce Bug

Need 2 Devices:

Device 1:
Set AP opens: to "Always"

Device 2:
Configure Access Point to connect to Device #1

Click Sync on Device #1 so that "others lights in the network will now sync to this one"

Change effects on Device #1. Nothing happens

Note: If Sync is click on Device #2, Device #1 will mirror that of Device #2.

"Send Notification on direct change" are clicked on both devices
Tested with and without "Enable Sync on start"
Also tested UDP packet retransmissions to 5

Expected Behavior

That Sync would work on Device #2 and it would mirror the effect from Device #1
