MQTT publish rate

I'm attempting to publish a message every 10ms . However, when I increase the publish rate, the messages are not being sent consistently. Instead of achieving the expected rate of 10 messages per second, I'm only getting around 3 messages per second.

I'm unsure if the issue is caused by the operating system's limitations, the constraints of the 2G GSM network, or something else entirely.
