Remove x/lien module

What is the Problem Being Solved?

The x/lien module, a custom module developed by Agoric, is causing complications during upgrades of Interchain Stack. The tendrils of this module, which have not been integrated into Cosmos, are making it difficult to upgrade the Interchain Stack. As a solution, it is recommended to remove the x/lien module.
