Per #7290 (comment) we need a good value for the price of permanent chain storage. A temporary value has been provided but needs to be validated

Note that after the next release, this parameter will have to be changed via governance rather than code change in order to affect running chains.

FYI: at $2/Kb, the current inter protocol contracts would cost about $8,850 to upload (and that's if we could figure out how to upload them at all, given struggles with size constraints: #7501, #6454)
