Unlock Configuration Locale

When installing an app, in the "Configuration: Locale" it locks by default to the system language.

For example, if my system's language is English, when installing the app I can't remove the English package. It would be nice to be able to install a language different from the system's language.

Sometimes, app developers use awful automated translation services and installing an app with a language different from the system's settings would be nice.
