For scenarios with render farm users managed by active directory, this is inconsistent.
Would expect the user ids to be validated against valid users

This somewhat related to #218
We'll probably want to make this a configurable option to enable/disable, some environments may not have all users sync'd. I feel this check should happen in cuebot upon job submission. If the provided user does not exist, the job is rejected and an error is returned to the user.
