Support for departments

There will be multiple departments (wing, cell etc) in the organization and a member/volunteer of a department should be able to work with in that department. That means:

• new URL structure to support department
• volunteers page should show only volunteers in one department
• send email/sms should go to volunteers of that department
• only committees of the department should be shown
