Remotely trigger local indexeddb reset

We need a way to force client-side reset of the application (deleting existing data). For example in case we remove a vast number of deleted records from CouchDB for performance tuning

• configuration structure to define reset is required via the central server
• some timestamp / flag for clients to check if the reset was already done on their device or not
