Audience question enabled goes back to disabled #143

How to reproduce:
0. enable the question toggle to enable students asking questions

  1. refresh the cockpit
  2. the toggle goes back to disabled

How to fix:

  1. Make the initial state of the audience question toggle part of the user profile configuration
  2. Ensure that the state is fetched from the server and not reset to the default by the view
