Describe the bug
Can't start a new discussion in Github Discussions.
The button that'd be generally available for starting a new discussion is not available in the Discussions page.

To Reproduce
Steps to reproduce the behavior:

  1. Go to the Discussions page
  2. See this
    image

Expected behavior
See something like this (from https://github.com/cypress-io/cypress/discussions)

Hi @talyh
Thank you for opening an issue.

Actually, I have no other configuration options to influence that in terms of this repository, however I guess it may be due to community/community#29 (comment) (permissions should be also granted on organisation level). We will discuss it.
