Problem to solve

Requirements

When creating a tx and the recipient is a known token bridge contracts, there is an additional confirmation step

When creating a tx and the recipient has (1) no balance in the native token, (2) has never made a tx, i.e. nonce of 0 and (3) is not a smart contract, there is an additional confimation step
