Show tooltip when hovering over a (disabled) option of a KtPopover

Is your feature request related to a problem? Please describe.
In the catalog list, deletion should be prohibited for AMPI catalog parts. Thus the action delete is disabled in the KtPopover but there is no helping context to guide the user why this is not allowed.

Design request is to display a tooltip when hovering over the disabled option of the KtPopover

Looks like the only solution here

Additional context
This is mostly useful for disabled option. The feature will be used only in disabling cases. Maybe it could be interesting to provide it for any item.
I can't think about alternative to give more info here but i have to say I don't like much having a tooltip on another tooltip
