Issue tile: Traffic can't though VPN: failed to process outbound traffic > proxy/vmess/outbound

Platform: Debian12 (raspberry Pi 5b)

v2ray version: V2Ray 5.16.1

Issue description:
Blocked from accessing international sites, but can access sites within the country.

#Precheck info
#1 VPN node config format is OK

#2 v2ray service status is activate

used config.json is copy from win PC and pre-verify there node can be setup VPN traffic base windows(other PC in same network env)

#3 check clock sync is OK
