VM Reload doesn't update block list #116

When adding/removing blocks to/from the categories file and running /vm reload, it doesn't actually reload that list in-game

I haven't noticed this being an issue in the latest version but I do know that the reloading is suboptimal. I have plans to improve it. I'll keep this issue open as a "just in case" because I intend on tackling it anyways.
