Currently, we run webapp tests under three configurations: with no sauce labs (just the unit tests), with sauce labs + firefox, and with sauce labs + chrome. But all three configurations use the sauce connect addon, meaning each build uses up three sauce tunnels. This patch doesn't use a sauce connect tunnel for the sub-build that doesn't use sauce.
