When we re-did our deployment process in #159 we no longer run database migrations during the deployment. We should bring that functionality back to our deploy process so that we don't have to remember to run migrations after a deploy.

Some migrations ran upon deployment successfully yesterday, so I think this is all fixed (it looks like this actually got taken care of a while ago, but I forgot about this story: NREL/api-umbrella-web@3e58ed1)
