Port component-audio repo to monorepo

The Audio Player component is marked as PLANNED on https://baseline.10up.com/components, but we've got https://github.com/10up/component-audio which might as well get ported into this monorepo and if needed marked as BETA if its still evolving.

• port https://github.com/10up/component-audio into https://github.com/10up/component-library
• update docs on https://baseline.10up.com/components
• add component-audio label for new issues (or alternate name if component is renamed)
• archive https://github.com/10up/component-audio
