Describe the bug

Delete all Data and Start a Fresh Sync or elasticpress index --network-wide always give the Network alias creation failed for posts error. This happens when any of the site is marked as Deactivate

Steps to Reproduce

  1. Enabled the ElasticPress on network
  2. Mark any site as a Deactivate
  3. Try to index the the content either from dashboard or cli

Expected behavior

Alias should be created without any error
